Constitution
ARTICLE I
NAME: SOUTH COUNTY ARCHERS, INC.
JEFFERSON BARRACKS, MISSOURI
ARTICLE II
PURPOSE
The purpose of this organization shall be:
to foster, expand and perpetuate the sport of archery, and the
spirit of good fellowship; encourage the use of the bow and arrow in
hunting all legal game birds, fish and animals; to cooperate with
conservation organizations in the conservation of wildlife, forestry
and property; to maintain a field course and to conduct archery
tournaments. All listed shall be coordinated with the St. Louis
County Parks and Recreation.
ARTICLE III
OFFICERS AND THEIR
DUTIES
SCA club officers (9 total listed below, wherever their current
status falls under) shall have there SCA and IBO membership
paid in full by SCA as long as they are in office.
Section 1. The officers of this
organization shall be:
President
Tournament
Secretary
Vice President Range Captain
Secretary

Treasure
County Parks
Representative
Master Bow Hunter
Recorder
Section 2. The President shall
preside at all meetings, appoint all necessary Committees,
Representatives and shall perform the duties incidental to the
office.
Section 3. The Vice President
shall perform the duties of the President if he/she is
unable to act. The Vice President shall oversee all committees and
act as a committee head or will appoint a member as head of the
committee as needed.
Section 4. The Secretary's job is
outlined as follows:
a.
Keep monthly minutes
b.
Write and send monthly newsletter
c.
Keep accurate records of membership
d.
Accept all new applications
e.
Correspond with Club affiliations
f.
Perform all other duties incidental to the office.
g.
Appoint corresponding secretary as needed.
Section 5. The Treasurer shall
receive all monies of the organization and keep accurate records of
all receipts and disbursements and have the power to perform the
duties incidental to the office. The Treasurer must present written
report to the Club monthly, and provide the President a copy at each
monthly meeting.
Section 6. The Tournament
Secretary's job is as follows:
a. Coordinate all tournaments and advertisements
b.
Coordinate setup of all tournaments with Range Captain
c.
Insure that all targets and shooting stakes are set up in a
safe matter consistent with fundamental design of the range.
d.
Delegate workers for the tournaments and appoint assistants
as needed.
e.
Procure and maintain all trophies and records associated with
all tournaments.
f.
Perform all duties incidental to the office.
Section 7. The Range Captain
shall be responsible for maintenance of any and all ranges operated
by the Club, will have the power to appoint assistants as needed and
is responsible for the set-up and take down of the weekly fun
shoots.
Section 8. The County Parks
Representative shall maintain communication between the Club and St.
Louis Parks and Recreation. He shall be responsible for
reserving all dates pertaining to the Clubs use of the County Parks
Facility.
Section 9. The Membership Secretary shall
be responsible for all new and renewing members of SCA, update phone
lists, communicate to the Secretary new and or change of address,
provide new membership packages.
Section 10. No officer shall
hold more than one office.
ARTICLE IV
EXECUTIVE BOARD
Section1. The Executive Board
shall consist of:
President
Range Captain
Vice President
Secretary
Membership Secretary
Treasurer
County Parks Representative
Master Bow Recorder
One past elected President or Tournament
Secretary elected past Executive Board member
Section 2. The retiring President
shall automatically be placed on the Executive Board. He shall
replace the past President whose term has expired.
Section 3. The Executive Board
shall control and manage the activities and policies of the
organization, subject to approval by majority vote of the club
membership on all major issues and /or expenditures exceeding
$100.00 (one hundred dollars).
Section 4. The Executive Board
has the authority to allocate funds not to exceed $100.00 (one
hundred dollars) per majority of the vote by the Executive
Board.
Section 5. At any South County
Archers Board meeting, five members shall constitute a
quorum.
Section 6. All vacancies of the
Board or any office shall be filled by the Executive Board, and
shall be for the unexpired term of the vacated office.
Section 7. The Executive board
shall meet quarterly or as needed at a time and place
designated by the President.
Section 8. Any item brought
before the Board will require a simple majority for passage.
Section 9. The Board may suspend
or expel any member for conduct detrimental to the club.
Section 10. The board shall audit
the Treasurers books at the quarterly meetings.
ARTICLE V
MEMBERSHIP
Section 1. Active membership
shall be granted upon written application, endorsed by at least one
Board member, provided required dues and fees be paid as set forth
in the Constitution.
Section 2. Family membership
shall consist of husband, wife and children residing at the same
residence.
Section 3. A single Member is one
who has reached his or her 18th (eighteenth) birthday and
does not apply to
Section 2 above.
ARTICLE VI
ELECTION OF OFFICERS
Section 1. Nomination of
incumbent officers will be taken three months prior to elections at
the monthly meeting in October.
Section 2. The annual election
of officers of this organization shall be held at the October
meeting.
Section 3. At this meeting the
Membership shall elect the Officers defined in article III.
Section 4. The Officers of this club shall be elected for
a period of 1(one) fiscal year beginning January 1st, and
shall have the right to succeed themselves.
Section 5. Elections
shall be held by a show of hands and the Secretary before the vote
will accept only signed absentee ballets, by members in good
standing.
ARTICLE VII
FEES
Section 1. Membership
dues shall consist of $25.00 (twenty-five dollars) for
single members and $30.00 (thirty dollars) for family
members.
Section 2. All dues are paid on individual members start
date.
Section 3. Since our club has no
initiation fee, dues will not be prorated.
Section 4. The Executive Board shall fix tournament and
Registration fees.
ARTICLE VIII
MEETINGS
Regular meetings shall be held on the 3rd
(third) Thursday of every month, except for the month of November,
which is cancelled. The President may call special meetings. Ample
notice will be given to the members of all meetings. All meetings
will be held at the place designated by the Executive Board. In
case of emergency, meetings may be changed or cancelled with the
approval of the Executive Board.
Article IX
FISCAL YEAR
The fiscal of this organization shall be
January 1st - December 31st.
ARTICLE X
COMMITTEES
The President shall appoint committees of
three members for the following issues:
A.
Constitutional changes
B.
Programs
C.
Range Management (Range Captain shall be chairman)
D.
Membership
E.
Any other committees deemed necessary.
ARTICLE XI
TOURNAMENTS
Section 1. Tournaments shall be
scheduled by the Tournament Secretary and approved by the Executive
Board.
ARTICLE XII
AMENDMENTS
This constitution may be amended by
two-thirds majority vote of the membership present at any meeting
called for that purpose. Members will be notified of the meeting,
to discuss and pass proposed amendments in the Newsletter prior to
that meeting. Upon the two-thirds majority vote of amendments, an
amendment page shall be used and attached to the current
constitution indicating the date of those changes and it will now be
updated on the web-site.
ARTICLE XIII
It is illegal to molest wildlife on
Jefferson Barracks Range and any member caught doing so shall be
reported to the Executive Board. The Executive Board shall invite
the offender to a meeting, to defend him or herself if they wish to
do so. If the offender is found guilty by a majority decision of
the Executive Board, he/she shall be expelled from the Club.
ARTICLE XIV
OUTSTANDING AND MERITORIOUS SERVICE AWARD
- Nominees must be members in good
standing.
- Any member in good standing may offer
nominees.
- A Selection Committee will choose
recipients of the Award. The Committee will be:
- Consist of three members in good
standing appointed by the President.
- Sworn to secrecy as to the committee
business
- Not eligible for the award
- Cannot serve more than two consecutive
years.
- The President shall select the committee
and keep secret the names of the Committee
members. The President is not eligible for the award.
- Nominations will be given to the
President from October through December of each year and will be
given to the Committee.
- All nominees must be submitted with a
written paragraph of the individual's qualifications.
- Consideration for the award will not be
automatic.
- Committee guidelines for Outstanding
Service Award (plaque):
- Only one, if any, may be given for that
year.
- Nominees selected must receive
unanimous vote (secret) of the Committee.
- Nominees will be judged on:
a.
Attitude (devotion, dedication to the sport)
b.
Initiative (idea, leadership)
c.
Participation
d.
Willingness
e.
Personal effort
f.
Personal promotion of Archery
g.
Offerings for the good and welfare of the Club and Sport
h.
Self sacrifice (money spent, miles traveled, ect.)
i.
Work details (work days, fun shoots, target pasting, ect.)
j.
Must be an active club member for at least five years.
k.
Life membership award includes SCA.
- Committee guidelines for Meritorious
Service Award:
- The number to be given that year will
be decided by the committee.
- Nominees selected must receive
unanimous vote (secret) of the committee.
- Nominees shall be an ACTIVE member of
the club at least one year.
- Nominees will be judged on the same
criteria as the Outstanding Service Award.
ARTICLE XV
A review of
the South County Archers Constitution shall be conducted every three
years. This review shall include all amendment changes that have
taken place in the previous years.
